The Rola Haul-Your-Might T3 Truck Bed Ladder Rack # 59799 actually doesn't have any replacement parts and it unfortunately never has. You can either replace your whole ladder rack with the same one, or what I recommend doing is replacing it with a ladder rack that actively has replacement parts in case something is misplaced or lost in the future.

For your application I highly recommend replacing the Rola with the Thule TracRac TracONE Truck Bed Ladder Rack # TH27000XTB which not only has better quality, but Thule also does a really great job at keeping a list of replacement parts on hand so it's easier down the road.
