"No Lockout" means that this particular actuator # T47457007K does not have a built-in reverse lockout. Meaning that driving the trailer in reverse will actuate the brakes. You can add a reverse lockout to the actuator by adding a Reverse Lockout Solenoid # T4748800. Alternatively, you could also use free backing brakes such as part # AKFBBRK-35-D. The free backing design allows for backing up without engaging the trailer brakes.
