To install the Draw-Tite Max-Frame Trailer Hitch Receiver # DT73RR on your 2023 Subaru Outback you will not need to remove the rear bumper. I have linked the installation instructions for you to review at the bottom of the page as well as one of our installation videos so you can see everything involved.
I do recommend installing the 4-Way # C56040 when you install the receiver. This will allow you to add Auxiliary Lights # C53201 to hitch mounted accessories which impair the view of your tail lights. It is also the most common connector used on small trailers you might tow. Below you will also find the instructions for these and a installation video.
