What type of steel is used to make this sore tire mount? Could the end be cut off and then weld the spare tire mount to the frame of the trailer?

I checked with the manufacturer, Buyers Products, and according to them the Buyers Products Stake Pocket Spare Tire Carrier # 3375201012 is made of carbon steel.
You can weld it onto your trailer if you like.
