Why Isn't There a Safety Chain Law for Fifth Wheel Hitch Towing Like Gooseneck

if there is a law requiring safety chains on a gooseneck trailer why is there not a law on fifth wheel trailer ?

That is an extremely good question that I have also asked. The answer isn't awesome though. It turns out the rule for safety chains is based on if there's a hitch ball present like bumper pull trailers and also gooseneck trailers. Since there isn't a ball involved with fifth wheel trailers the law just doesn't apply. My guess is it was never adopted as an additional safety precaution because of how large the hitches are and how much chain would be required to allow the trailer to turn without getting caught on the hitch and/or handle.
