I checked with Tekonsha and they currently do not have any wiring harnesses for the 2023 Toyota 4Runner, and the wiring harness you mentioned is not going to fit your vehicle either.
If you're looking for a brake controller, the only option is to use either the Redarc Tow-Pro Elite Brake Controller # RED44FR or the Redarc Tow-Pro Liberty Brake Controller # RED24FR with the Plug-and-Play Wiring Harness # RED49FR.
You could realistically use any brake controller with the included universal harness, but for a plug and play option this is it.
