Is the weight rating for a pair of this anchor ring or for just one of them?

The 2,000 lb weight rating of the etrailer Rope Ring for E-Track Systems # e87HR is for a single part. When used in pairs it will double the weight rating to 4,000 lbs, but it is good to keep in mind the weight rating of your rails as well and be sure to limit yourself to the lower of the two ratings.
