Will this C93FV wire harness work for my 2023 KIA Telluride SX prestige X-line with tow package and led lights? If so, will I need to splice any wires?

With your 2023 Kia Telluride SX Prestige X-Line having LED tail lights you will need the Curt Powered Tail Light Converter # C59236. The Harness # C93FV you found is only for use on models with incandescent tail lights. The Harness # C59236 will require you to splice into the factory tail light wiring. A Test Light # PTW2993 will allow you to verify your light functions before cutting into the factory wiring.
