Question:
I have a 2012 Sandpiper 38foot fifth wheel camper. I also have a 2007 Wells Cargo 6X12 enclosed trailer. Im interested in towing my Wells Cargo trailer behind my fifth wheel camper. It will weigh 2800 pounds and have a 190 pound tongue weight with 2 Harleys in it. Will this hitch be able to handle that? According to the specs you list, it looks as though it is capable of it. What is your opinion? I also plan on beefing up my rear bumper and frame mounts on my fifth wheel before I install this hitch. Thanks!

Towing one trailer behind another trailer is illegal in many places so the first thing you are going to want to do is check the laws where you will be traveling. It is also just not a good idea because it is not safe. The likelihood of jackknifing and a bad sway condition is greatly increased plus there is a lot more momentum pushing you forward.
If installing a trailer hitch on the 5th wheel I strongly recommend a frame mounted hitch, not a bumper mount hitch. The bumper mount hitches are fine for accessories like bike racks, but for serious applications a frame mount hitch is the way to go.
The most versatile frame mount hitch we have is # 13703. It will fit frame widths from 22 inches to 72 inches. It will fit box frames, I-beam frames, and C-channel frames. And it can be bolted or welded on. Welding should be performed by a qualified professional welder. I have linked a video showing an installation and a link to the installation instructions for you.
