Trailer Brakes Not Working When Not Moving With Curt Echo

Question:
‘22 Ranger 10 We were greasing the bearings and decided to check the brakes. We’ve spun both wheels and applied the brakes on tow vehicle it does nothing. Yet, when we use the brake controller Curtis Exho app to apply the brake the wheel stops. We even removed the controller and plugged directly into the 7way on the tv and nothing. The brake lights on trailer light up. Any insight appreciated.

The reason the brakes weren't being applied when you weren't moving and spinning the wheels but were when using Curt Echo # C51180 is because it is a proportional controller, meaning it won't activate the brakes unless you are moving and in motion.
