will this clevis fit a bulletproof hitch like the model md254? It looks identical to the Bulletproof clevis model 358clevis minus all the pins and the powder coat paint.

The Dexter 2-Tang Clevis # T1807800 has mounting holes that will line up with the BulletProof Hitches 2-Ball Mount for 2-1/2" Hitches # MD254, but the Clevis uses 3/4" pins while the BulletProof shank uses 5/8" pins for the ball mount. So while the holes line up, the Clevis requires slightly larger pins so it's going to have some play.
While this will technically work, the larger pin holes mean they can get elongated over time so I recommend using the Replacement Shank for Curt Adjustable 2-Ball Mount # C45917 instead since it's designed for heavy duty applications.
