Yes, GM sometimes uses a red plug or dummy fuse in place of an actual fuse for the trailer battery charge circuit. I have attached a video on a 2004 Chevrolet Silverado that shows the red dummy fuse. You can move to the 2 minute and 20 second mark to see our installer replace the dummy fuse. You will want to replace the plug with a 40-amp fuse.

I read through this Q&A. However, I have a 2006 Silverado 2500HD Duramax - having the HD trailering options (except HD brakes). My manual states the following Fuse: Stud #1 Usage: Auxiliary Power(Single Battery and Diesels Only) / Dual Battery (TP2) Do not install fuse. I temporarily installed a 30 Amp in the PDC at the Stud #1 location, for trouble shooting purposes. Doing this completed the Aux power circuit at the rear trailering wire harness as well as at the blunt-cut wire harness installed on the frame (between the box and cab). I removed the fuse afterwards. So, do I permanently install a fuse at this location or not - since the manual says not to.
