Does the tailgate lock for the 2015 Toyota Tacoma still let the back up camera work?

Yes, the Pop and Lock Tailgate Lock part # PAL5411 that you referenced does still allow the backup camera that mounts in the OEM handle to still function as it has a cut out for that to fit into.
