Question:
What is the difference between the 2017 #118648 wiring harness for the LE Module and the 118498 for the SE model? Will the SE also work on the LE module? I prefer to have the harness inside instead of outside.

The difference in the Tekonsha item # 118498 and item # 118648 is the T-connectors that plug into your Sienna's wiring harness. The Toyota Sienna's used different taillight assemblies for the LE's than they did on the SE's so you won't be able to use the Tekonsha Item # 118498 on the LE model.
I linked a picture below to show you what the different connectors look like.
The Tekonsha T-One Vehicle Wiring Harness item # 118648 is confirmed to fit your 2017 Toyota Sienna LE. This custom-fit T-One connector plugs into your Sienna LE's wiring harness, which is located behind the driver's-side and passenger's-side tail lights.
I have attached an installation video below we did on a 2017 Sienna with the item # 118648 here recently.
It looks like you recently purchased the etrailer hitch item # e98837. To connect the wiring harness to it without drilling you will want to use the No-Drill Mount for Electrical Mounting Bracket item # 18140 and item # 18144. These brackets will secure the wiring harness to your hitch so you don't have to worry about it dragging on the ground or being ripped off.
You won't be able to mount the module inside your Sienna without drilling some holes in your van and going outside of the directions. The wiring harness includes zip ties for you to secure it to the underside of the vehicle.
To round out your towing setup I recommend the Curt Towing Starter Kit for 2" Hitches item # C45534. This towing kit will provide you with a 2" ball and a fixed ball mount with a 3/4" rise and 2" drop. It also includes a hitch pin and clip, hitch receiver lock with keys, hitch cover, and a storage case.
