Since you have the 4-cylinder version of the 2016 Chevy Equinox you'll need to pull the ABS fuse instead of fuse #32. The ABS fuse will be identified as either #15 or #16 on your model so you'll need to check the guide on the fuse box cover to make sure you identify the correct one.
If you plan on flat towing fairly frequently you might consider installing the Roadmaster FuseMaster Fuse Bypass Switch # RM-76517 so instead of having to physically remove and reinstall the fuse when you flat tow you can simply disconnect it by flipping a switch.
