I have a 1995 boat trailer with a Atwood surge brake actuator TA82543, I need to replace the master cylinder, can I buy just the master cylinder? Thanks

The Atwood TA82543 on your 1995 boat trailer has been discontinued. This means that replacement parts like the master cylinder are no longer available. The only solution is to replace the brake actuator with one like the # T43397007K you were looking at. This is a good replacement option especially if you need the multi-fit for different balls.
This brake actuator does not have a lockout feature so if you need one you will have to add the # T4748800. You will also need to add a 5-way for this to function which would require the # HM37918 on the trailer side and # 47515 on the vehicle.
