I need to get a base plate and tail light assembly to mount on my 2006 Jeep Liberty sport 4wd. I have a blue ox tow bar and in vehicle break assembly that I’ll be using. Not sure if I’ll need the battery charging wire, but guessing I will as I think the ignition needs to be on to unlock the steering. What would you recommend?

For your 2006 Jeep Liberty you can use the Demco Tabless Base Plate Kit # DM9519181 which is confirmed to fit the 2006 Jeep Liberty without brush guard and is compatible with Blue Ox tow bars.
For wiring to operate the tail, brake, and turn signal lights for flat towing your 2006 Jeep Liberty, I recommend the Roadmaster Diode 7-Wire to 6-Wire Flexo-Coil Wiring Kit # RM-15267 which allows you to use your Jeep Liberty's tail lights and wiring system while preventing feedback from your RV.
To keep your battery charged you can use the Roadmaster Battery Charge Line Kit for Towed Vehicles # RM-156-25 for your Liberty. You may also need the Roadmaster Battery Charge Line Kit for Motorhomes # RM-156-75 if your Motorhome doesn't already have a charge line present.
You will also need Safety Cables: Blue Ox 7' Safety Cables # BX88197 if you do not already have some with your tow bar. You also need a supplemental braking system but you mentioned already having that.
You will want to consult the owners manual of your 2006 Jeep Liberty Sport to ensure you are doing everything that is recommended/required for flat towing.
