For the EcoHitch Access Hole Cover # 306-XA2002 here are the instructions on how and where to drill access hole:
Place the bumper on the ground to allow marking on the inside floor of the plastic undercover with ribs.
Measure from the front of the plastic 26-3/4 inches along the center rib, if using a 3-1/2 inch hole saw. More hand clearance is possible if using a 4-inch hole saw but measure 26-1/2 inches.
Mark two points to use as start holes. Mark 3/4 inch from the center towards the driver side and 2-1/4 inches towards the passenger side.
Drill the two points using your hole saw.
Trim the excess plastic between the two holes to form an oval.
