I went ahead and contacted my tech at Roadmaster, and he confirmed that while he doesn't have the exact measurement below the bumper where the Base Plate # RM-521424-5 installs on a 2004 Jeep TJ, he did confirm that the pins on the baseplate sit 17.25" from the ground. This is with standard 215/75R15 tires. This is super helpful for you to compare with your current setup if you have a lift kit or larger tires installed.

I also attached a photo from the installation instructions that provides you an idea of where the pins install on the crossmember. The location is the cylinder with the red arrow.
