I am happy to help you find the parts to flat tow your 2004 Jeep Wrangler. The Roadmaster Direct-Connect Base Plate Kit part # RM-521424-5 is a better option for a base plate compared to the Roadmaster # RM-521424-4 that you referenced because the Roadmaster Direct-Connect Base Plate Kit doesn't require you to leave the crossbar of your tow bar on the base plate to use the quick disconnect like the slightly older version. The Direct-Connect is a bit easier to use. I attached a video that shows you some of the differences in the two tow bars I have mentioned.
For a tow bar, I recommend the Roadmaster Falcon All Terrain part # RM-522 because of it's non-binding freedom latch that makes it easier to disconnect the tow bar once you get to your destination. It also allows you to disconnect the tow bar on uneven terrain compared to other tow bars that require the setup to be level when disconnecting. The latch allows you to release all of the built up tension that would normally cause binding. If you do not have safety cables yet, you will need them because they do not come with the tow bar. I recommend safety cables part # RM-643
The lighting is easy with the 2004 Jeep Wrangler because there is a custom harness available for flat towing Hopkins Custom Tail Light Wiring For Towed Vehicles part # HM56202. The harness will allow the flat towed vehicle's tail lights to work in conjunction with the motor home's lights. I have attached an installation video for your reference.
The 2004 Jeep Wrangler does also require the use of a Roadmaster Brake-Lite Relay kit part # RM-88400 to avoid the Jeep's brake signal from overriding the turn signals sent by the motor home. I have attached a video of that as well for you.
You will need a supplemental braking system to activate the Jeep's brakes when the motor home brakes. I recommend the Stay-IN-Play DUO Supplemental Braking System # SM99251 because it is the best and most permanent option if the motor home has hydraulic brakes.The main unit of the Stay-IN-Play is wired and installed underneath the hood while the small actuating cylinder mounts on the arm of the Jeep's brake pedal. The cylinder depresses the brake pedal upon receiving air from the main unit which is activated by the motor home's braking. I have attached a video for your reference.
If your motor home happens to have air brakes you can use Air Force One supplemental braking system part # SM99243 which is the same system but for air brakes.
Finally, the last thing you may need is a high low adapter to tow the vehicle level with the motor home. Measure from the where the base plate installs on the front of the Jeep to the ground. Then measure from the top of the hitch receiver on the motor home to the ground. The difference between those two measurements is how much rise or drop you may need to tow level.
