My father in law had his truck stolen with his weight distribution hitch on it. I’m searching for a replacement head and shank. The weight distribution bars are are 1 and 3/8” diameter and are made by Blue Ox. It appears to be 2 point model, but it has chains on the end and they connect to a pin instead of the ratcheting device. Can you help me find the right head and shank.

Sorry to hear about your troubles. Based off of the information you have provided me it sounds like your father in law had a Blue Ox SwayPro System. You're in luck because there are plenty of replacement parts available for this system.
To start out with you will need a replacement shank. Depending on the hitch receiver of your truck you will either need the 2" model. Blue Ox SwayPro Weight Distribution Shank for 2" Hitches - 9" Long - 7 Hole Adjustment item # BXW4000. Or the 2-1/2" model, Blue Ox SwayPro Weight Distribution Shank for 2-1/2" Hitch - 9" Long - 9 Hole Adjustment item # BXW4028.
For the head of the SwayPro system you will need the Replacement Head for Blue Ox SwayPro Weight Distribution Systems - Trunnion Bar item # BXW4011.
Depending on what size couple your trailer has you will need a 2-5/16" Hitch Ball item # C40030 or a 2" Hitch Ball item # A-90.
To install the hitch ball you will need a 1-7/8" 12pt Thin Walled Socket - 3/4" Drive - Chromium-Vanadium Steel item # ALL643216
