The wires that are routed through an axle, like the etrailer.com # e43SR, are there to connect electric brakes together (see included picture). You do not have to use them if you prefer not to, but as they are more protected than an exposed wire, it doesn't hurt to use them either. If you will not be using brakes or will be routing your own wires, you can either cut them off, or cap them off to protect the ends.
