The Kenda Loadstar K371 Bias Trailer Tire - 4.80/4.00-8 # AM10002 is designed to be mounted straight to the wheel and it holds the air in by itself so there is no inner tube. I suppose if you have a smaller application like a wheelbarrow that this will be used with an inner tube might be okay, but it isn't needed so I wouldn't worry about it.
