i have a 2019 ram 2500 and a blueox weigh distributor hitch can the Phoenix Electric Trailer Jack with Remote - A-Frame - 26inch Lift - 5,500 lbs Item # UF38-944055 assist in picking up the rear of the truck to be able to connect the sway bars.

It sounds like you want to use a trailer jack like the Phoenix Electric Trailer Jack with Remote # UF38-944055 to assist with the spring bar installation on your Blue Ox weight distribution hitch. Assuming you are using the jack to lift your trailer for installation that is fine. It can "assist" in picking up the rear of the truck by raising the trailer and removing the weight from the truck. It cannot, however, be installed on the truck and used to physically lift the rear of the truck.
I have attached a video showing the installation of the Blue Ox SwayPro Weight Distribution w/ Sway Control # BXW1500. If you start watching at about 10:30 you will see where the jack is used to raise the end of the trailer and help hold up the weight on the back of the tow vehicle to make installation easier.
