For a great cargo basket that attached right to your raised rails on your 2011 Toyota Highlander, I recommend the Surco Safari Rack 5.0 Rooftop Cargo Basket for Factory Rails - 60" Long x 50" Wide # SPS5060-1101. The way that you can confirm the fitment of this basket on your vehicle is to make sure that your rails are less than 50 inches apart between the raised rails. If they do not exceed 50 inches, the Surco Safari will fit. I recommend measuring your roof to make sure that your raised rails do not exceed this measurement. We unfortunately do not have any other basket or platform that is confirmed to fit your vehicle.
If you are really set on not purchasing a crossbar system on your Highlander and the Surco will not fit, I recommend a cargo bag like the Rightline Gear Ace 2 Rooftop Cargo Bag - Water Resistant - 15 cu ft - 44" x 34" x 17" # RL100A20. The Gear Ace 2 will attach directly to the raised rails on your vehicle and provide you with the added advantage of protection from the elements with the water-resistant material.
