Question:
I have a 2017 Subaru Outback Touring. I would like to affix a cargo basket directly to the factory side rails rather than on top of cross bars currently have the Thule Wingbar Evo in order to keep the basket low to the roof. I plan on putting a full size spare in the cargo basket and nothing else. A basket with a wind screen would be a plus. Is there anything available or am I going to have to get a rack that replaces the factory silver side rails in order to achieve the goal of getting the tire as low as possible?

Yes, there are four options to add a cargo basket directly to a set of raised roof rails. I have listed them below:
84" Long x 50" Wide - Surco Safari Rack 5.0 Rooftop Cargo Basket for Factory Rails item # SPS5084-1101
60" Long x 50" Wide - Surco Safari Rack 5.0 Rooftop Cargo Basket for Factory Rails item # SPS5060-1101
60" Long x 45" Wide - Surco Safari Rack 5.0 Rooftop Cargo Basket for Factory Rails item # SPS4560-1101
50" Long x 45" Wide - Surco Safari Rack 5.0 Rooftop Cargo Basket for Factory Rails item # SPS4550-1101
I am sorry but there isn't a wind screen available for these racks. They do however have enough capacity for a spare tire and additional gear and only add 5" of height. I recommend verifying with your owner's manual or Subaru that your factory raised side rails are rated to have a basket mounted to them directly and what their actual capacity is.
