Flat Tow Vehicle While Also Using Bike Carrier

Question:

I have 4" hi/low which I use to tow my car in back of my RV 4 wheels down. I use this accessory in a high position. I need an attachment that would allow me to add my saris bake carrier onto the hi/low accessory or i the RV recieiver before istalling the hi/low unit. Can you help?
