Will these bars fit a 2017 Subaru Outback Touring with factory side raised rails that run front to back? If so, are any additional parts or kits needed to install and/or use these?

Yes, this roof rack will fit your 2017 Subaru Outback Touring without any additional parts, except for the Thule Lock Cylinders I recommend. The rack will consist of the following items:
