Will this mount on the Rhino Rack Vortex StealthBar crossbars?

Unfortunately, it will not Mike. To attach a Pioneer Platform to your 2024 Subaru Outback, you'll need the Rhino-Rack Pioneer Platform Rack for Raised Side Rails item # RR87CP. This kit comes with four locking clamps that attach directly to the raised rails on your Subaru's roof. These clamps will provide the base to secure the 59" long x 49" wide Pioneer Platform.
I attached some of pictures below so you can see what the Pioneer Platform item # RR87CP looks like when attached to Subaru's raised rails.
Since you already have the Rhino-Rack Vortex StealthBar Roof Rack item # JA7970, you could install the Yakima LockNLoad Platform Rack for Crossbars item # Y05044-39. This 55" long x 49" wide platform rack includes clamps that will wrap around your flush bars.
