OK I have a very old Yakima RocNGate for 4 bikes. Mostly works great but the bolt on the hitch and maybe the nut in that hitch assembly? are not working great. As a result the unit fits very loosely in the receiver and wobbles. What parts can I get to shore up and improve this old system, top to bottom?

It sounds like the anti-rattle hitch bolt in your old Yakima ROC'nGate is causing issues by not tightening up all of the way.
Assuming the bolt itself is what is bad you can just replace it with # Y8890200.
When it comes to replacement parts for this older rack the only available parts are the anti-rattle bolt mentioned above, the Replacement Rubber Straps # Y8820103, and the Replacement Lock Body # 8820048.
However the threaded portion of the bike rack is not replaceable so if those threads are what is damaged there is not an option for fix the bike rack and it will need to be replaced.
If replacement is required I recommend going with the Yakima RidgeBack 4 Bike Rack # Y02458 as it is a newer 4-bike rack made by Yakima. This rack has some nice features such as Speed Knob which allows you to install the bike rack in your trailer hitch without needing any tools, and the Anti-Sway cradles and zipstrips to give 3-points of contact and keep the bikes from moving around while driving.
