Will this allow the use of the 7pin as a 12v source For a 12V cooler in newer vehicles with “Smart” trailer connections such as the 2021 Ford Ranger. The 12v lead in the 7pin connector in the Ranger is NOT live until a trailer is connected and the brake is depressed. Does this adapter function as desired under those parameters?

Yes the Pollak 7-Way to 12 Volt Power Outlet Adapter part # PK11896 that you referenced will work on a truck like your 2021 Ford Ranger that has the smart trailer connection. This would simulate a trailer being connected so it would be active.
