I see you were looking at the Dexter Nev-R-Adjust Electric Trailer Brake Kit - 12" - Left and Right Hand Assemblies - 7K # 23-464-465 which is compatible with 7,000lb axles and fits 14-1/2", 15", and 16" wheels. Dexter brake assemblies typically have a torque spec of 45-70 foot lbs.

@EricL There is not typically a torque spec for axle nuts, Eric. The process is to run the nut down all the way snug where the wheel stops moving easily and there is no side to side play, then back it off to the next slot on the axle nut and slide the cotter pin through.
