the jack will not extend either powered of manually.

Sounds like the inner screw of the Bulldog Powered Trailer Jack part # BD500200 that you have is damaged which would require the jack to be replaced. If it's less than 5 years you might be able to get it warrantied but otherwise you'd need to get a new jack.
