Which Way Do the Washers Install On the Curt Hitch C12228

I noticed the washers that came with the hitch are convex conical tooth. Does it matter which way they are used? The directions dont mention it.

The Curt Trailer Hitch Receiver part # C12228 comes with conical tooth washers which will install with the teeth facing the hitch.
