For a great economical choice for mounting 3 bikes on your 2013 Toyota Prius, I recommend the Malone Runway Bike Rack for 3 Bikes - 1-1/4" and 2" Hitches - Tilting # MPG2130. The Runway has a per-bike maximum weight capacity of 33 pounds. The carrier itself only weights 21 pounds.
For a premium option constructed of durable, rust-proof aluminum, I recommend Thule Helium Pro 3 Bike Rack - 1-1/4" and 2" Hitches - Tilting - Aluminum # TH9043PRO. The Helium Pro 3 has a bit more per-bike weight capacity than the Runway at 37.5 pounds. The carrier itself only weighs 20 pounds.
Since your class 1 hitch will hold a maximum of 200 pounds, you will be able to mount three bikes on the beforementioned racks as long as they stay within the maximum per-bike weight capacity.
