Is the 5-70 psi adjustable rating measured before or after load is on truck.

A minimum of 5 psi must be in the air bags at all times, so the rating is measured before the load is on the truck for the Coil-Rite air bags that fit your 2019 Ram 1500, which are the following part:
- Firestone Coil-Rite Air Helper Springs # F4130
