What is maximum speed rate for karrier radial tire 205/75R/14

Unless otherwise stated all trailer tires are rated at a maximum speed of 65 miles per hour. The Karrier ST205/75R14 Radial Trailer Tire # AM32153 that you referenced is no exception and should not exceed 65 miles per hour.
You should also note that trailer tires should always be inflated to the maximum psi listed so as to prevent heat build-up and to allow the tire to be used at its maximum capacity. I attached an FAQ article on trailer tires that you should find informative also.
