I have a possible solution for you.

First, though, the Rola Swinging Enclosed Cargo Carrier for 2" Trailer Hitch, part # 59109, cannot be modified to swing to the driver's side.

If you absolutely need an enclosed carrier that swings to the driver's side, then you can use another carrier along with a swing-away adapter.

I recommend the GearDeck 17 Enclosed Carrier, part # H00604. It has a weight capacity of 420 pounds and has 17 cubic feet of storage. For the swing-away adapter, you can use the Kuat Pivot 2 Swing Away Hitch Extender, part # PVD20B. It has a weight capacity of 250 pounds. I've linked to video reviews of both of these below.

Keep in mind that the use of the adapter will reduce your hitch's capacity by 50%. So, if your hitch has a 500-pound tongue weight capacity, it will then be 250 pounds. That includes the adapter and cargo carrier as well. The adapter weighs 46 pounds and the carrier weighs 80 pounds. That means in the 250 pound case, you would only be able to carry 124 pounds (250 - 80 - 46 = 124).
