Is this swing away made just for bike racks or can a light cargo carrier be use as well.

The Thule Access Swing Away Hitch Extender can hold most cargo carriers with 2 inch shanks as long as the total weight is less than 350 pounds. Here are some cargo carriers that can work with that maximum weight capacity:
