When connecting tail light for a 7 pin plug, what is the black wire connected to on the trailer?

On the LED Trailer Tail Light w/ Reflector # STL13RFHXB the black wire is for the tail/running lights. The red wire is the brake and turn signal lights and the white is the ground.
