What is Purpose of Drilling Bumper Mount Hole Larger to Install etrailer Base Plate Kit e98949

Question:
Step 3 states to drill a 9/16 hole on drivers side bumper mount. But the instructions do not make clear why. Also is there a video of this part install on a 2017 Jeep wrangler unlimited? Thank you.

Since the etrailer base plate kit part # e98949 attaches to the bumper mount you have to drill out one of the bumper mount holes to make it large enough for the hardware of the base plate kit to fit properly.
