Does this come with the bolts and are they grade 5 or 8?

The Buyers Products Hitch Plate with 2" Receiver Tube - Ford # 3371809060A you were looking at does not include the required hardware so you will need to source them locally. You will need to use Grade 8 hardware and also weld the hitch to the frame of the vehicle.
