Hanging bike racks like the Yakima Ridgeback part # Y02457 do have lower weight capacities than platform bike racks which it sounds like you'd need. This rack even has a higher capacity for a hanging rack of 40 lbs per bike.
For a 2 bike rack that fits both common hitch sizes and has a 60 lb per bike capacity the Swagman Current part # S64678 would be a great option. Since you said you have a cruiser bike which typically have fenders this works in that regard as well since it uses frame hooks to grab the bike and not wheel mounts which interfere with fenders.
