Can you replace just one drum assembly or do I need to replace both?

Typically it's best to replace both brake assemblies at the same time since if one is worn out the other probably is but if for some reason one got damaged and the other was still in good shape you could replace them individually.
For example for the # AKEBRK-7-SA that you referenced we have the left side with part # AKEBRK-7L-SA and for the right side part # AKEBRK-7R-SA.
