Like most all brake controllers, the Redarc # RED44FR Tow-Pro Elite goes into a 'sleep mode' after several minutes of inactivity. While in sleep mode, the blue LED on the knob will slowly pulse in and out. When in sleep mode, the controller's power draw is so small that the vehicle would need to sit for months on end before you'd need to worry about the battery being discharged. The sleep mode allows you to save your stored settings that would be lost if you unplugged the controller.
I've linked to the operating instructions and a demonstration video for the brake controller as well as to a help article that explains how to wire a brake controller to the bare-ended tow package wiring harness under the dash of your 2013 Silverado.
