Recommendations for a hitch for my 2012 honda civic ex-l? Need it for a bike rack for electric bikes max 2. Suggestions for bike rack also welcome. Thanks

We can get your 2012 Honda EX-L set up for an electric bike rack, and since you are looking to carry heavy bikes, the best option by far for your Honda is from EcoHitch:
- EcoHitch Hidden Trailer Hitch Receiver # 306-X7235
The reason for that is the EcoHitch has a 2" receiver, and is the only hitch for your Civic that is not a Class I, 1-1/4" hitch. So while the EcoHitch costs more than the Class I Draw-Tite # 24763 that also fits your '12 Civic, there are very few electric bike racks that are compatible with a Class I hitch, and the ones that are compatible are very pricey, such as the Kuat NV 2.0 2-Bike Platform Rack # NV12G.
So while you can go with that set up and have a great hitch and rack combo, we can get you an overall package that is just as good but overall more economical. So I do recommend going with the EcoHitch, and then for a rack, there is a fantastic value from Saris:

I love the value the Freedom gives you, as it is much more price-friendly than other e-bike racks but also really high-quality. It holds bikes that weigh up to 60 lbs, so it can carry your electric bikes, but also weighs just 22-1/2 lbs so it is really easy to utilize. The Freedom also has excellent clearances, including an 8" shank rise, which is great because your Civic sits pretty low to the ground.
It comes with an anti-rattle hitch pin, so if you do want to lock it to your Hitch, you would need the Saris Hitch Lock # SA3022.
Even taking into account the lock, the Freedom # SA4412B and EcoHitch # 306-X7235 is definitely the best value you can get for carrying electric bikes on your 2012 Honda Civic Ex-L.
