The ring on the Trailer Hitch Receiver Mounted Forged Tow Eye # TR63045 is approximately 1" thick. The Bulldog Winch 3/4" Bow Shackle # BDW20020 has an opening of about 1-1/4". This will work, but it will be a tight fit. I recommend going with the Bulldog Winch Bow Shackle # BDW20117. This has an opening of 1-3/4" which will be plenty to fit the Trailer Hitch Receiver Mounted Forged Tow Eye # TR63045. You can then use tow strap such as Erickson Recovery Strap # EM59600.
The Bulldog Shackle # BDW20117 has a working load limit of 17,000lbs. The Tow Eye # TR63045 has a weight capacity of 10,000lbs. The Erickson Recovery Strap # EM59600 has a weight vehicle weight of 9,000lbs. I have attached a demonstration video for the Bulldog Shackle.
While the setup mentioned above will work, it is still not the most ideal setup for a tow strap. If you are only looking for a setup suited for vehicle recovery, then your best bet would be to go with MaxxTow Tow Strap Loop for 2" Trailer Hitches # MT70029. This slides into a 2" receiver and already has a shackle mounted on it for use with a vehicle recovery strap. The weight capacity is 10,000lbs. I highly recommend going this route. I have attached a video for this product as well.
