Looking to tow my 2003 crv behind my rv, I picked out a tow bar and baseplate, not sure what else I need, a little confused. Do I need trailer brakes if so what is best inexpensive way to get this done. cables ,wiring, etc.

The answer to your main question here is-yes. Most states and provinces require the use of a supplemental braking system when flat towing a vehicle like your 2003 Honda CR-V. A good cost effective system that will provide you with proportional braking for your dinghy is the Brake Buddy Stealth Supplemental Braking System - Proportional # HM39530. This is a permanently installed system, so it installs away from view and there's no setup needed each time you're looking to get on the road.
A complete flat towing system consists of the supplemental braking system, as well as base plates, tow bar, tow bar wiring, safety cables and possibly a high/low adapter.
