Can a Yakima SpareRide bike rack be installed on a Jeep Wrangler Rubicon with a back-up camera located in the Hub of the spare tire?

You can install a Yakima SpareRide 2 Bike Rack - Spare Tire Mount - Folding Arms # Y02599 on a 2020 Jeep Wrangler JLU, but it's likely going to interfere with the backup camera. There are relocation kits available for this but I'm not sure that it would really work in this case. For that reason, I recommend going with a hitch mounted bike carrier like the Lets Go Aero NEO2 2-Bike Rack - 1-1/4" and 2" Hitches - # B01748 which will sit 12-1/4" from the center of the hitch pin hole. With stock tires this should be sufficient clearance but I do recommend measuring to make sure you have sufficient clearance.

There is a spare tire mounted option available with the Hollywood Racks SR1 2-Bike Carrier - Spare Tire Mount # HRSR1, which installation wouldn't interfere with the backup camera, but your sight lines would be limited when its installed. The good news is that it's fairly easy to put on and remove, but not something that you could leave on the vehicle and still have an unobstructed view from the camera.

These would be the best available options currently available for your 2020 Rubicon JLU. I've linked some review videos of these parts for you to have a look at.
