In order to carry a women's bike with a step through frame on the Yakima RidgeBack Bike Rack for 2 Bikes - 1-1/4" and 2" Hitches - Tilting # Y02457 you'll need to use a bike frame adapter bar like the Yakima Tube Top Bake Adapter # Y02531. This bar attaches to the handlebar stem and the seat post to provide the cross bar needed to carry the bike level, and is a common accessory used with bike racks to carry women's and children's bikes.
I've linked a short review video we did that shows how this adapter bar works, but this would be all you'd need to make it work. I've also included review videos on the locks.
